You may apply for a review of a steward’s decision under the rules of racing if the decision:

  • takes disciplinary action affecting your approval or licence
  • takes exclusion action against you
  • imposes a monetary or other penalty on you.

Other decisions made by the Queensland Racing Integrity Commission, including about whether or not to grant a licence, are not reviewable by the panel. You may wish to seek independent advice about how other decisions can be reviewed.

There is no cost to apply for a review.

Timing of applications

You must submit your application within 3 business days after the day you are given a penalty notice.

If you submit a late application, the Chairperson may decide to accept your application only if they are satisfied it would be unjust to refuse it. The panel registrar will let you know if it has been accepted.

Your review must be decided:

  • within 20 business days of applying when the penalty is disqualification of 3 months or longer
  • within 7 business days of applying for all other matters.

Before you begin

You should:

  • have a copy of the steward’s decision regarding your penalty and any supporting evidence
  • know whether you will have legal representation or be supported by another appropriate person
  • have clear reasons for applying for a review
  • have clear reasons why you are asking for a stay or for the panel’s decision to take effect on a later date.

Supporting evidence can be supplied in these file types:

  • Documents: doc, docx, pdf, xls, xlsx
  • Images: jpg, jpeg, gif, png, bmp,
  • Video and audio: mp4, avi, mov, mpg, wmv, flv, 3gp, 3g2, wav, mp3 and mp4.

Racing decisions issued before 31 March 2023

If you are appealing a penalty received before 31 March 2023, you need to follow the previous review process starting with the Queensland Racing Integrity Commission internal review.

This includes any penalty issued before 31 March 2023, even if you have not applied for a review yet.

An offline copy of the form is available and must be sent to the email address provided on the form, within the timeframe for making an application.

Apply for stays

You can apply to the panel to stay the operation of the racing decision for your application but a stay can only be in place until there is a decision on your application for review.

The panel:

  • may stay the operation of the racing decision to ensure they can effectively make a decision on your application for review
  • may include conditions and decide the period of a stay
  • will advise if you have been granted a stay, including any conditions.

There is no cost to apply for a stay.

After you apply

After you have lodged your application, you will:

  • receive a confirmation email with your application reference number
  • be contacted if further information is needed.

If you do not receive a confirmation email within an hour of submission, contact the registry on the details provided on the Application for review form.

We will tell you (as soon as possible):

  • if your application has been accepted
  • when the panel will make a decision.
